FINANCIAL ASSISTANCE

Iowa Dept. of Economic Development
IDED offers a myriad of financial and technical assistance programs ranging from low-interest, forgivable loans to outright monetary grants and technical assistance. The IDED application process begins by filling out and submitting a brief nine-page Project Review Form, which IDED staff will review and determine which programs your business may be eligible for. Then the formal application process begins. Details about the process, including downloadable forms and applications can be found here.

Targeted Small Business
This state-sponsored grant and loan program is for small businesses owned by women or minorities. In order to apply for this program (up to $25,000) you must first become a certified small business, a process outlined here.

Tax & Other Incentives (State)
The State of Iowa is extremely serious about business growth, and it shows in our tax policies and incentives.

ECIA - East Central Intergovernmental Association
This organization, based in Dubuque, administers a number of business assistance programs that encompass a six-county region, including Cedar County. From Revolving Loan Funds up to $250,000 to SBA 504 Loans and Job Training programs, ECIA is a valuable resource for this part of the state. The regional economic development organization, Prosperity Eastern Iowa, is administered through ECIA as well.

USDA Rural Development
The US Dept. of Agriculture's Rural Development initiative administers many assistance programs intended to foster economic development in rural areas. Tipton is home to our region's USDA Rural Development office, and the staff there are eager to work with you to determine what programs can work for you. rural Development offers guaranteed business loans, rural economic development grants, value-added producer grants, and more. Local Incentives
Locally, TEDCO and the City of Tipton can provide property tax rebates (TIF) to qualified business expansions and locates, which the business can then use for capital expenses, to pay down land aquisition costs, and the like. Tipton City Council must approve any TIF package recommended by TEDCO. Contact the Tipton Community Development Office at 563-219-5556 for more information.

SMALL BUSINESS STARTUP

SCORE
This Cedar Rapids-based organization is comprised of former CEO's, business owners, and company managers who volunteer their time to assist with small business start ups. SCORE members regularly teach business classes at Kirkwood Community College and can assist with business plans, financing options, marketing strategies and more. SBDC - Small Business Development Centers
These centers, found throughout Iowa, are committed to entrepreneurial development throughout the state. The SBDC that serves Tipton and Cedar County is located at the University of Iowa. Contact Paul Heath at 319-335-3742 for more information.

SBA - U.S. Small Business Administration
